Technology leadership

Fractional CTO

We help companies that run on software stop making their most expensive technology decisions by default, without hiring a full-time CTO.

We work alongside your leadership team or your IT leader, and own the technology decisions in front of you. We start by finding the real problem, not by selling you a build.

Who this is for

Two Kinds of Companies Need This

The title is the same. The job is different depending on who is already in the building.

No technology leader in the building

The business runs on software, and nobody at the table owns it.

Vendors, spreadsheets, and one person who isn’t formally IT are carrying decisions that deserve an owner. The same problems keep coming back. You pay for tools that overlap, and none of them was ever fully set up. Decisions get made by default, by whoever is closest.

We own those decisions with you, and translate them into risk and money instead of architecture. Every month nobody owns them, they get more expensive to fix.

A technology leader with more roadmap than time

You have a CIO or IT director. You don’t have a second one.

The roadmap is committed and the team is good. What is missing is a second senior opinion on architecture, vendor, and staffing decisions before they get expensive.

We work alongside your leader, not in place of them: a second senior opinion, and an owner for the initiative your leader has no time to steer.

It works best when

  • The technology is paid for out of operating cash flow, not out of a funding round.
  • It is a system you intend to keep building: a roadmap, not a one-off project.
  • Being wrong is expensive: money moves through it, customers or auditors would notice, or the operation stops.
What the job is

Responsibilities, Not Deliverables

A consultant solves the problem you already named and leaves. A fractional CTO owns the technology side of the business with you, starting with whether you named the right problem.

  • Find the real problem before anyone scopes a build.
  • Map the systems you already run, and where they depend on one person, one spreadsheet, or one vendor.
  • Make the build, buy, or leave-it-alone call, with the trade-offs written down.
  • Get the most out of what you already pay for before buying anything new.
  • Choose vendors, and hold them to what they promised.
  • Decide which AI uses actually pay off, set guardrails before anyone builds or buys, and review what your team has already built with AI tools.
  • Put the roadmap in an order your team and your budget can actually carry.
  • Be in the room when technology comes up with your board, your auditors, or your customers.
Ways to work with us

Start Small. Step Up or Down Without Starting Over.

It starts with a free discovery call. Every engagement starts with a strategy session, and the ongoing ways of working are for when one session is not enough. You can move between them as your systems settle.

Paid

Strategy session

Pre-work ahead of time, then a working session on your goals, constraints, and systems. It is the first step of every engagement, so the advice is something you bought rather than a pitch.

You leave with

A written plan: the outcome you are after, the gaps in priority order, the risks, milestones for the next one to six months, and the order to tackle them in.

Ongoing

Advisory

One step back from the day-to-day: a regular working session with an agenda, and access between sessions. We stay deep on your roadmap and context while your team owns the outcomes.

What you have

A senior technology voice in every decision that needs one.

Ongoing

Engaged

We provide CTO leadership and are accountable for technology leadership: vendor selection, hiring decisions, the technology budget, and the board conversation.

What you have

An owner for the technology side of the business, with priorities agreed each quarter and a written report on them.

We quote each engagement after the discovery call, once we know which way of working fits.

Where We Draw the Line

A fractional CTO who gets absorbed into the org chart stops being able to see it. So some work stays outside the fractional CTO role, and we discuss that scope before work begins:

  • Acting as your head of engineering
  • Running your standups or sprint planning
  • Triaging tickets
  • Line-managing your engineers
  • Being the escalation path for production incidents
  • Hands-on implementation of any kind

The goal is to make our role unnecessary: hand the work off to your team, and help you hire when it is time for someone full-time.

Advice and implementation

Technology leadership is a Clear Function service.

Start with the decisions in front of you. If the plan calls for implementation, we discuss that work separately. A development project is not a prerequisite for advisory work.

The recommendation has to fit the problem, whether that means building, buying, or leaving a system alone.

When you don't need us

Sometimes the Answer Is Something Else

You have one well-scoped project and a team that can run it.

You need a build partner, not a CTO.

Custom software development

You need a second opinion on one decision.

A strategy session is the right size. An ongoing engagement is not.

The job really needs someone full-time.

A fractional title would only delay the hire. We will tell you, and help you make it.

Case Studies

What Advice Without a Build Looks Like

Before: internal apps built with AI tools were handling real data, with Social Security numbers stored unencrypted, no audit trail, and no review path to production. After weekly office hours and asynchronous guidance, the team knew what had to change and in what order, and compliance scope landed on the one entity it applied to. No rebuild, and none of the software written by Clear Function.

FAQ

Building with AI tools already? Read is the app you built with AI ready for real customers?

Is this a way to sell us a development project?

No. Fractional CTO is a Clear Function service focused on technology decisions and leadership. A development project is not a prerequisite. If implementation is needed, we discuss its scope separately.

We already have a CIO or IT director. Why would we need this?

You are not replacing them. We work alongside your leader: a second senior opinion on architecture and vendor decisions, and an owner for the initiative they have no time to steer.

Fractional CTO or fractional CIO?

Different titles for overlapping jobs. A CIO leans toward the systems that run the business, such as ERP, infrastructure, and vendors. A CTO leans toward the technology the business builds. Most companies we work with need some of both, and the engagement covers whichever your decisions need.

Can AI tools replace a technology leader?

They can write code. They do not own your stack, your people, your process, or your policy, and they will not tell you which AI bets are worth funding. That judgment is the job.

Will a part-time CTO be there when it matters?

Yes. The accountability is the same as a full-time hire: agreed decision rights, a regular working rhythm, and access between sessions. What is fractional is the time, not the commitment.

What if it isn’t working?

You can step up or down between advisory and engaged as your systems settle, or end the engagement. The goal is to make our role unnecessary, so ending well is part of the plan.

What does it cost?

The discovery call is free. The ongoing ways of working are a monthly retainer, without the cost of a full-time CTO hire. Each is quoted after the discovery call, against what the problem is already costing you, not against hours.

Discovery call

Book a Discovery Call

A real conversation about your business, not a pitch, and it is free.

  • We talk through your goals and the problem in front of you, and we help you frame it.
  • You leave knowing whether this is a fit, and what we would look at first.
  • Afterward we send a short written recap of your goals and the problem as we framed it, yours to keep whether or not we work together.

It is not free consulting. Audits, code reviews, and written recommendations are what the strategy session is for.
